How to Reduce Your Council Tax Bill: Every UK Discount and Exemption

Council tax costs the average UK household £1,500–£2,500 per year, making it one of the largest bills after rent/mortgage and energy. Yet a significant number of households are paying more than they should. Around 400,000 homes in England are estimated to be in the wrong council tax band, and millions of eligible people don't claim available discounts and exemptions. From single-person discounts to disability reductions and band challenges, there are multiple ways to legally reduce what you pay.

Check Your Council Tax Band

Council tax bands in England and Scotland were set based on property values in 1991 (yes, over 30 years ago). This means many properties are in the wrong band, especially if the area or property has changed significantly. You can check your band and compare it to neighbours' bands free on the VOA (Valuation Office Agency) website. If similar properties on your street are in a lower band, you may have grounds to challenge. A successful challenge could save you hundreds per year — and you may get a backdated refund too.

Can my band go UP if I challenge it?+

Technically yes — the VOA can increase your band if they find it's too low. However, this is rare for challenges. Check neighbouring properties carefully before challenging. If many similar homes are in a lower band, the risk is minimal.

Discounts You Might Be Eligible For

The most common discount is the 25% single-person discount — if only one adult lives in your property, you automatically qualify. Full-time students are completely exempt (and don't count as adults for the single-person discount). Other discounts include: Severe Mental Impairment discount (100% or 25% off), carer's discount if you provide care for someone not a partner/child, and empty property exemptions if you've just moved. Check your council's website for local discretionary discounts too — some offer reductions for low-income households.

What is the Severe Mental Impairment exemption?+

If someone in your household has a severe mental impairment (including dementia, learning disabilities, or severe brain injury), they're 'disregarded' for council tax purposes. If they live alone, the property is exempt. If they live with one other adult, you get the 25% single-person discount. A doctor's certificate is required.

Disability Reduction Scheme

The Disability Reduction Scheme is separate from discounts and can be applied on top of them. If your home has been adapted for a disabled person — or if a disabled person needs an extra room, extra bathroom, extra kitchen, or sufficient floor space for wheelchair use — you may qualify for a reduction to the band below your current one. If you're already in Band A, you get a reduction equivalent to one-sixth off. This isn't means-tested and applies whether you own or rent.

  • Applies if home is adapted for wheelchair use
  • Extra room essential for the disabled person's wellbeing

Council Tax Support and Hardship Funds

If you're on a low income, Council Tax Support (previously Council Tax Benefit) can reduce your bill by up to 100%. Each council runs its own scheme, so the amount varies by area. Even if you're working, you may qualify if your income is low enough. Apply directly to your local council. If you're in temporary financial difficulty (redundancy, illness), most councils have hardship funds that can provide one-off reductions.
