Council Tax Discounts UK: Reductions Many Households Are Missing in 2026

Council tax is one of the UK's largest household bills — often £1,500–£3,000+ per year. Yet millions of households pay more than they should because they don't know about the discounts and exemptions they're entitled to. Councils aren't proactive about telling you what you qualify for — you have to ask.

Single Person Discount (25% off)

If you live alone — or if all other residents are 'disregarded' for council tax purposes — you're entitled to a 25% single person discount. Disregarded people include: full-time students, student nurses, apprentices, people with severe mental impairment, 18–19 year olds in full-time education, carers providing substantial care to someone other than a spouse or child under 18, and foreign language assistants. If you share a house with a full-time student, you may qualify for the discount even though you're not alone.

Student and Disability Exemptions

Full-time students: all residents are full-time students → 100% exemption (pay nothing). One full-time student in an otherwise liable household: the student is disregarded, but other adults still pay. Severe Mental Impairment (SMI): a person with a severe mental impairment (including advanced dementia, severe stroke after-effects, Parkinson's) is disregarded for council tax. If the only other adult in the property has SMI, the remaining person gets 25% off. If the property is occupied solely by people with SMI, it may be fully exempt.
  • Full student households: 0% council tax
  • SMI disregard: apply through your council with GP/hospital evidence
  • Disabled Band Reduction Scheme: if a property has facilities for a disabled person, bill reduced to the band below
  • Empty properties: councils vary — some charge full rate, some discount, some add surcharges for long-term empty

Council Tax Reduction (Low Income)

Council Tax Reduction (formerly Council Tax Benefit) is means-tested support for people on low incomes. Eligible people can receive up to 100% of their council tax paid (for those on Pension Credit or very low income). Working-age claimants: schemes vary by local council — some councils now have minimum payments even for those on UC. Apply directly to your local council. How do I apply for council tax discounts?+

Contact your local council directly — either online via their website or by phone. Discounts are not applied automatically. You must apply and provide evidence. Once granted, most discounts renew automatically unless circumstances change.

Can I challenge my council tax band?+

Yes — if you believe your property is in the wrong band (based on comparable properties in your street), you can challenge it via the Valuation Office Agency. A successful challenge reduces your bill — and can be backdated to when you moved in for recent purchases. Check your band against similar homes at gov.uk.

Carer and Other Discounts

Carers providing at least 35 hours of care per week to someone other than a spouse or child under 18 (and living with the person they care for) are disregarded for council tax. This means if you're a non-spousal live-in carer, you could reduce the property's council tax by 25%. Care workers employed by charities or local authorities and living in the property they work at may also be disregarded. Always check with your council as interpretation and application of these rules varies locally.
