UK Council Tax Reduction: How to Pay Less (or Nothing) in 2026

Council tax is one of the largest fixed expenses for most UK households — often £1,500-£2,500 per year. What many people don't know is that there are multiple legitimate ways to reduce it significantly, and some households qualify for a complete exemption.

Council Tax Reduction Scheme

Council Tax Reduction (CTR) — formerly called Council Tax Benefit — is means-tested support that can reduce your bill by up to 100%. Each council runs its own scheme, but eligibility broadly depends on: your income, your savings, who you live with, and whether you or anyone in your household receives certain benefits. Apply via your local council's website. It's worth checking even if you're working — some councils extend CTR to households earning up to £30,000+.

Discounts You Might Already Qualify For

Single person discount: 25% off if you're the only adult in the property. Student exemption: full-time students are disregarded — a house of all students pays zero council tax. Severe mental impairment: people with severe mental impairment (dementia, certain disabilities) are disregarded for council tax. Empty property discount: some councils offer discounts for genuinely empty properties. Carers and care workers: live-in carers can be disregarded in some circumstances. Each of these must be applied for — they're not applied automatically.

Challenging Your Band

Council tax bands were set in 1991 based on property values at that time. Many properties are incorrectly banded. If your neighbours in identical properties are in a lower band, you may have grounds to appeal. Check your band at voa.gov.uk and compare with neighbouring properties. Successful appeals can result in backdated refunds — sometimes thousands of pounds.
