How to Appeal a Parking Fine in the UK (And Win)

Receiving a parking fine doesn't mean you have to pay it. Around 40-50% of parking fine appeals are successful, and knowing the process significantly improves your chances. There are two very different types of parking fine in the UK, and the appeal process differs for each.

Council PCNs vs Private Parking Fines

Understanding which type of fine you have is essential. A Penalty Charge Notice (PCN) is issued by a local council or Transport for London. A private parking charge is issued by a private company (NCP, UKPC, Excel Parking, etc.) and is technically a civil debt, not a fine.

Grounds for Appealing a Council PCN

Council PCNs can be appealed on several grounds: the signs or road markings were unclear or missing, you paid correctly and have proof, the PCN was issued in error, you were loading/unloading, or a medical emergency prevented you from moving.

  • Paid and display evidence — keep your ticket and receipts
  • Mitigating circumstances (medical emergency, breakdown)
  • PCN issued outside restriction hours
  • Wrong vehicle details on the PCN

How to Appeal a Council PCN

Start with an informal challenge within 14 days. If rejected, make a formal appeal within 28 days. If still rejected, go to the independent adjudicator — Traffic Penalty Tribunal (outside London) or London Tribunals. About 60% of cases that reach adjudication succeed.
