How to Appeal Your Council Tax Band and Get a Rebate

Council tax bands in England, Scotland, and Wales were set in 1991 based on property values at that time. Many were set incorrectly, and an estimated 400,000+ properties are in too high a band. Successfully challenging your band could mean: lower annual bills going forward AND a refund of all overpaid tax going back years. This has no downside risk — if your appeal fails, your bill stays the same.

How to Check If Your Band Might Be Wrong

The key method is to compare your property's notional 1991 value to those of similar neighbouring properties and their bands. The Valuation Office Agency (VOA) in England and Wales, and the Scottish Assessors Association in Scotland, publish all property bands online. If similar properties nearby are in lower bands, or if your property was clearly overvalued in 1991 relative to comparable homes, you may have grounds to appeal.

The 'Similar Properties' Test

The strongest grounds for appeal is demonstrating that a comparable nearby property is in a lower band. Similar properties are those of the same type (terraced, semi-detached, detached), similar size and age, in the same street or very close vicinity. You need clear evidence: ideally a property that sold around 1991 and was banded lower, or current properties clearly comparable to yours that are in a lower band.
  • Find 2–3 similar properties in lower bands on the same street
  • Document them with addresses and band letters
  • Note if they're the same type, size and approximate age
  • Check if there are any obvious differences that justify different banding
  • This evidence is what you'll submit to the VOA

How to Make a Council Tax Band Appeal

In England and Wales, challenge your band with the Valuation Office Agency (VOA) at voa.gov.uk. Gather your evidence (comparable properties in lower bands) and submit a challenge explaining why you believe your band is wrong. In Scotland, contact your local Assessor. Note: you can only challenge on specific grounds (you just moved in, the property has changed, you have comparable evidence). You cannot appeal just because you think your bill is too high.
